If you are living in a country which blocked Omegle recently, you can use the following steps:

- Download Google Chrome on your desktop.
- Go to Chrome Web Store.
- Search for a "VPN" in store.
- Download the VPN to your browser.
- Run it on your browser.
- Go to Omegle.com.
- Begin to talk to strangers.

There are two problems about this though which will make you mad. The first thing, you will get lots of connection errors. I will give some solutions for that at incoming pages. The other thing is you will be banned because you are using shared IP. Since other people connecting to the Omegle with same IP, you are going to be banned. So you will need to connect to the Omegle with other IP of VPN.
